Surrey, B.C. — A Surrey café owned by popular Indian comedian and TV host Kapil Sharma has been targeted by gunfire for the third time in what police believe could be part of an ongoing extortion trend affecting local South Asian businesses.

The latest incident happened around 3:43 a.m. on Thursday in the 8400 block of 120 Street, when shots were fired at Kap’s Café in the city’s Newton neighbourhood. Police arrived to find several bullet holes in the business façade. Staff were inside at the time, but no one was injured.

Investigators from the Surrey Police Service (SPS) and the Integrated Forensic Identification Service (IFIS) spent the morning at the scene collecting evidence and reviewing surveillance footage.

SPS spokesperson Ian MacDonald said the shooting appears to carry “the markings of extortion,” though the motive has not been officially confirmed. The Provincial Extortion Task Force has also been notified and is assisting with the case.

This marks the third attack on Kap’s Café since it opened earlier this year — the first in July, the second in August, and now a third in October. Each incident occurred during the early morning hours.

Surrey Police Service (SPS) have charged a man in connection with a shooting incident that occurred on October 6, 2025, in the Whalley neighbourhood.

At approximately 3:13 p.m., officers responded to reports of shots fired near the Gateway SkyTrain Station and the intersection of 108 Avenue and King George Boulevard. Following the incident, the alleged suspect went to the Surrey Police District 1 Community Police Office, where additional shots were fired. The suspect was arrested shortly after.

A man is in custody and Surrey Police Service (SPS) is investigating after shots were fired in the busy Whalley neighbourhood this afternoon. The incident began at approximately 3:13 pm, when officers nearby reported gunfire near the Gateway Skytrain Station at University Drive and 108 Avenue.

No injuries to the public or police were reported. The suspect fled the scene but was quickly located at the SPS District 1 Community Police Office, where additional shots were allegedly fired. Officers from the Lower Mainland Integrated Emergency Response Team and Police Dog Service assisted Surrey Police in safely apprehending the suspect.

For safety, the SPS District 1 office was temporarily closed while the RCMP Explosive Disposal Unit examined a bag left behind by the suspect. The bag contained nothing suspicious, and officers continue to collect evidence at the scene. Significant road and sidewalk closures in the area are expected to remain throughout the evening.

Streamlined Process Cuts Wait Times, Brings More U.S. Nurses to B.C.

A new streamlined registration process is helping bring more U.S.-trained nurses to British Columbia, reducing approval times from months to just days and strengthening the province’s health-care system.

Previously, nurses from the United States faced up to four months of wait time to get certified in B.C. Thanks to the new system, that process now takes only a few days.

“American health-care professionals are increasingly drawn to B.C. as a place that supports science, protects reproductive rights and takes care of people regardless of income,” said Premier David Eby. “Fast-tracked credential recognition is already bringing more U.S. nurses into our system to deliver better care, faster.”

Since the system launched, U.S. nurse applications have surged by 127%. The BC College of Nurses and Midwives now allows direct applications without third-party assessments, using a shared database to verify qualifications, exam results, and registration history.

“With the uncertainty and chaos happening south of our border, we have an opportunity to attract skilled health-care workers to B.C.,” said Health Minister Josie Osborne. “We’re already seeing results through increased applications and a stronger health workforce.”

Nearly 1,200 U.S. health-care professionals have expressed interest in working in B.C. since the March 2025 campaign launch. This includes 573 physicians, 413 nurses, 133 nurse practitioners, and 39 allied health professionals.

To continue the momentum, a U.S. marketing campaign will launch in June targeting areas with high interest in relocation, such as Washington, Oregon, and parts of California.

Health Match BC is offering free, tailored guidance to support American health-care workers through the recruitment and relocation process. Efforts are focused on high-demand areas like emergency care, oncology, and rural communities.

An example of this team-based model in action is the newly opened Victoria Primary Care Network Allied Health Centre, which officially launched on April 24, 2025. The centre provides collaborative care with doctors, nurse practitioners, pharmacists, social workers, and Indigenous wellness providers.

“This upgraded centre is the result of multiple stakeholders working together to meet local health-care needs,” said Osborne. “It’s part of our ongoing work to make team-based care available and accessible to all British Columbians.”

The initiative is part of B.C.’s broader provincial speed campaign and is being run in partnership with the Insurance Corporation of British Columbia (ICBC). Officers and volunteers will be stationed along Highway 10 in Surrey and Ladner Trunk Road in Delta, monitoring traffic and reminding drivers to slow down.

“Too many lives have been lost due to reckless driving and speeding, particularly in summer when more people are out on highways,” said Garry Begg, Minister of Public Safety and Solicitor General. “Campaigns like Project Swoop are important reminders that slowing down saves lives.”

Speed remains one of the top contributing factors in serious and fatal crashes across the province. The campaign emphasizes that reducing speed not only lowers crash risk, but also gives drivers more time and distance to react to sudden hazards.

“Driving faster increases the time and distance you need to stop,” said Karen Klein, ICBC’s Road Safety and Community Coordinator. “By working together, we can create safer roads for everyone.”

Three Arrested in Surrey Extortion-Related Shooting

October 6, 2025 – The Surrey Police Service has successfully arrested three individuals connected to a shooting incident in March 2025 believed to be linked to extortion activities impacting the local community.

In the early morning hours of March 27, 2025, gunfire struck a residence on 89A Avenue in Surrey. Thankfully, no one was harmed. Investigation by Surrey Police’s Serious Crime Unit revealed that this shooting was part of an ongoing extortion case targeting local businesses and residents.

With the support of multiple policing partners, three men were arrested on October 3, 2025, and have been charged with reckless discharge of a firearm:

• Mandeep Gidda, 23
• Nirmaandeep Cheema, 20
• Arundeep Singh, 26

These individuals were remanded and are scheduled to appear in court on October 6 and October 8, respectively.

Surrey Police Chief Constable Norm Lipinski emphasized the importance of these arrests in addressing extortion crimes, especially those affecting the South Asian community in Surrey. The police are working closely with the Provincial Extortions Task Force and other agencies to bring such offenders to justice.

A community celebration turned into a scene of devastation Saturday evening when a vehicle drove into a crowd attending the Lapu-Lapu Day ’25 Block Party in South Vancouver. Authorities have confirmed that multiple people have died and several others have been injured.

The incident occurred shortly after 8:00 p.m. near the busy intersection of Fraser Street and East 41st Avenue. Witnesses describe scenes of panic and confusion as attendees rushed to help the injured before paramedics and first responders arrived.

Video footage from the scene shows paramedics and bystanders tending to victims on the roadway, highlighting the community’s immediate response to the tragedy.

The Vancouver Police Department confirmed via social media that the driver involved in the incident has been taken into custody. Few details about the driver or possible motives have been released, as the investigation remains active and ongoing.

In an official statement, B.C. Premier David Eby expressed his shock and sorrow:

“Our hearts are broken for all those affected by this horrific event. We stand with the Filipino community and the families of the victims during this unimaginable time.”

The Surrey Police Service (SPS) ushered in a new era of leadership during a dignified and symbolic Change of Command and Colour Presentation Ceremony held on the ancestral, traditional, and unceded territories of the Coast Salish peoples.

The ceremony was presided over by Staff Sergeant Stephen Blair Hurst, who served as the Director of Ceremonies, and featured a roster of distinguished guests, symbolizing the unity of tradition, governance, and progressive policing.

The event began with an Indigenous Welcome and Blessing by Chief Harley Chappell of the Semiahmoo First Nation. This accolade celebrates Surrey’s unwavering efforts to responsibly nurture and sustain its urban forest.

“Being named a Tree City of the World showcases our commitment to safeguarding and growing our urban greenery,” said Mayor Brenda Locke. “Surrey values its lush tree canopy and expanding park spaces. Protecting these vital natural areas not only supports the environment but also offers residents spaces to connect and enjoy outdoor activities. A heartfelt thank you to our city team and community members for their year-round efforts in tending to Surrey’s green spaces.”

The Tree Cities of the World Program is a worldwide effort to spotlight cities that use urban forestry to boost local sustainability and quality of life. To achieve this honor, cities must meet five essential criteria: designate tree care responsibilities, establish rules for tree and forest management, keep an updated record of tree assets, commit funding to tree care plans, and organize yearly events to raise awareness about trees among residents.

Surrey has made significant strides in meeting these goals. The City’s tree preservation regulations help limit tree removal and damage by enforcing tougher safeguards and replacement planting rules for both public and private lands. Through efforts like the Shade Tree Initiative and Urban Forestry Plan, thousands of trees are added to public spaces annually. Surrey also boasts a thorough catalog of its trees—available on the COSMOS online mapping tool—tracking over 85,000 street trees and nearly 28,000 park trees, all carefully planted and maintained on a regular schedule.

“Our tree care program is robust, covering everything from planting new trees to watering, trimming, and checking their health on public land,” said Rob Landucci, Surrey’s Urban Forestry Manager. “We’re thankful for residents who join us in nurturing our natural surroundings.”

Surrey also engages its community with events that promote environmental stewardship. The City holds four tree sales each year, providing affordable trees for residents to plant at home, helping cool urban areas, manage rainwater, purify the air, and enhance well-being. Opportunities to plant trees in parks and the annual Party for the Planet—B.C.’s biggest Earth Day event—further encourage residents to play a role in expanding Surrey’s green canopy.
